Fields of Expertise

Project Management and Consulting in projects requiring extensive and/or complex designs and permitting approvals.  Specialties are with marine and coastal projects, including strong experience in various multi-disciplined projects.  

Examples of marine and coastal projects include channel and harbor dredging, private and municipal marina layout, mooring fields, shorefront stabilization by both hard solutions (e.g., bulkheads, revetments, etc.) and soft solutions (e.g., beach nourishment, fiber rolls, vegetation, slope adjustment, etc.).
Additional expertise in the development of municipal harbor management plans, including working with local boards and committees, assessing present and future requirements, evaluating current conditions and facilities to accommodate the requirements, and finally developing intermediate and long term plans for planning and funding purposes.

Mr. Markunas has set a standard regarding full project involvement from planning, design and permitting through construction.  The local, state and federal permitting agencies, as well as the clients and contractors have embraced this level of involvement.

Key Projects

Municipal Harbor Management Plans – Project Manager
Mr. Markunas has worked and is still working with the Towns of Truro, MA and Harwich.  Mr. Markunas worked directly with the Town Officials, to develop the current and future needs for establishing and maintaining open, safe, navigable and effective harbors and channels.


Harbor Dredging Projects – Project Manager
Mr. Markunas has managed a large range of projects involving complete and partial harbor and harbor channel dredging projects.  The scope of the projects ranged from hydrographic surveys, volume calculations, project design, local, state and federal permitting, environmental review and construction, mitigation and follow-up survey and sampling, as required.  Projects included Pamet Harbor in the Town of Truro, Tisbury Channel which included the development of an alternate inner channel for navigational safety for smaller vessels, Allen Harbor Channel and Harbor, for the Town of Harwich, Barnstable Marina in Barnstable Harbor, Oyster Harbor Marina, in Osterville, MA.

  
Private and Municipal Marina Design and Permitting – Project Manager
Mr. Markunas has been project manager for numerous private and municipal marinas, assisting the clients in addressing and meeting their needs in a manner that is acceptable to the regulatory and environmental agencies.  Scope of the projects include the feasibility analysis, design, permitting, construction inspection in a wide range from upland stabilization, bulkhead design, pier layout design, pier construction design, boat wash recycling facilities, mooring field layout, dredging and boat lifts and launching ramps, jetty analysis and re-design.


Private and Municipal Shore Stabilization and Beach Nourishment – Project Manager
Mr. Markunas has been project manager for numerous private and municipal shorefront stabilization projects.  The projects included analysis of the existing conditions and predicted storm conditions, design and permitting of environmentally and functionally effective methods of stabilization, from beach nourishment, vegetation, coconut fiber rolls, gabions, rock revetment, sand collection structures, bulkheads, etc.
